(AP) ? A power grid failure blacked out northern India for hours Monday, halting trains, forcing hospitals and airports onto backup power and providing a dark, sweltering reminder of the nation's inability to meet its energy needs as it strives to be an economic power.

While the midsummer outage was unique in its reach ? it hit 370 million people, more than the population of the United States and Canada combined ? its impact was softened by Indians' familiarity with almost daily blackouts of varying duration. Hospitals and major businesses have backup generators that seamlessly kick in during power cuts, and upscale homes are hooked to backup systems powered by truck batteries.

Nonetheless, some small businesses were forced to shut for the day. Buildings were without water because the pumps weren't working, and the vaunted New Delhi Metro, with 1.8 million daily riders, was paralyzed during the morning commute.

"This will obviously get worse," said Subhash Chawla, a 65-year-old retiree who took the Metro once power was restored. "Unless the Metro has a separate power supply, it will be chaos in the future."

The grid that failed feeds the nation's breadbasket in Punjab, the war-wracked region of Kashmir, the burgeoning capital of New Delhi, the Dalai Lama's Himalayan headquarters in Dharmsala, and the world's most populous state, poverty-stricken Uttar Pradesh.

Most affected areas had power back by late morning, less than nine hours after the outage started. By evening, 15 hours after the outage began, officials said full power had been restored.

Many chafed at the inconvenience.

Amit Naik, a toy maker in New Delhi, was forced to close his workshop for the day.

"There was no water, so my machine couldn't run. Other people had the same difficulties," he said.

The Confederation of Indian Industry said the outage was a reminder of the urgent need for the government to fix the power sector, ensure a steady supply of coal for power plants and reform the electricity utilities.

Transmission and distribution losses in some states are as much as 50 percent because of theft and corruption by employees in the power industry. India's Central Electricity Authority reported power deficits of about 8 percent in recent months.

Power Minister Sushil Kumar Shinde deflected criticism, pointing out that the United States and Brazil also had huge power failures in recent years.

"I ask you to look at the power situation in other countries as well," he said.

The blackout, the worst to hit India in a decade, began about 2:30 a.m. when the grid covering eight northern states crashed. Officials in Uttar Pradesh, where the problem was believed to have begun, said the grid could not keep up with the huge demand for power in the hot summer.

But Shinde said he was not sure exactly what caused the collapse and had formed a committee to investigate.

The outage left millions sweltering in the summer heat. Muslim families were forced to eat their pre-dawn meals by candlelight before beginning their daytime Ramadan fast. "It was really difficult," said farmer Mohammed Zaman.

As officials struggled to get the grid back on line, they drew power from the neighboring eastern and western grids as well as hydroelectric power from the small neighboring mountain kingdom of Bhutan.

New Delhi residents were roused from sleep when their fans and air conditioners stopped, and came out of their homes in the heat as the entire city turned dark. Temperatures in the city were in the mid-30s C (90s F) with 89 percent humidity.

Some trains across the northern region were stranded when their electric engines failed. Others were delayed by hours as they were hooked to diesel engines.

The failure was the first time since 2001 that the northern grid had collapsed. But India's demand for electricity has soared since then as its population and economy have grown sharply.

But any connection to the grid remains a luxury for many. One-third of India's households do not even have electricity to power a light bulb, according to last year's census.

The power deficit was worsened by a weak monsoon that lowered hydroelectric generation and kept temperatures higher, further increasing electricity usage as people seek to cool off. Shivpal Singh Yadav, the power minister in Uttar Pradesh, home to 200 million people, said that while demand during peak hours hits 11,000 megawatts, the state can only provide 9,000 megawatts.

Uttar Pradesh Power Corp. chief Avnish Awasthi blamed the grid collapse on states drawing more than their allotted power to meet the summer demand.

Asian shares extend gains on stimulus hopes, euro capped

TOKYO (Reuters) - Asian shares extended their gains on Monday, supported by expectations the U.S. Federal Reserve and European Central Bank will act to support their fragile economies, but the euro fell as caution kept a firm grip on sentiment.

European stocks look set to open firmer, but U.S. stock futures eased 0.3 percent, signalling a weak start on Wall Street. Financial spreadbetters called the main indexes in London, Paris <.fhci> and Frankfurt as much as 1.1 percent higher at the open.

MSCI's broadest index of Asia-Pacific shares outside Japan rose as much as 1.2 percent to a three-week high, after posting its biggest daily rise in a month on Friday with a 2.2 percent climb.

Korean shares touched their highest in four weeks while Australian shares rose to their highest in more than two months. Japan's Nikkei stock average was up 0.4 percent after hitting a one-week high.

"Once again we've just seen the market prepping itself for renewed growth coming through after the European Central Bank meets on Thursday and decides what they're going to do to help restimulate the economy," said Juliana Roadley, market analyst at Commonwealth Securities.

ECB President Mario Draghi pledged last week he would do whatever it takes to safeguard the single currency, triggering a turnaround in market sentiment after a recent sell-off and set the tone for some recovery in risk appetite.

His comments raised hopes the ECB, which holds its policy meeting on Thursday, will act to ease borrowing strains for Spain and other highly indebted countries by resuming its bond buying programme.

Markets will keep a close on eye Italy's auction of up to 5.5 billion euros in bonds on Monday to see if rising expectations of bolder ECB policy moves could help ease benchmark 10-year yields.

Investors were not fully convinced, however, amid uncertainty about specific action.

The euro fell 0.4 percent to $1.2287, well below a three-week high of $1.2390 touched on Friday. It slid to a two-year low around $1.2042 last week before Draghi's comments.

The dollar index, measured against a basket of major currencies, inched up 0.1 percent, crawling away from Friday's three-week low, while the Australian dollar, which benefits from an improvement in risk sentiment, slipped from the day's high at $1.0498.

Jeff Sica, chief investment officer of Sica Wealth Management, was sceptical the optimism would be sustained.

"The problem being that central bankers do not have the ability to do 'whatever it takes' to save the euro. They only have the ability to undermine their credibility by making promises they cannot keep," he said, adding that the euro's recent strength has been based on short covering and its short term appreciation would be temporary.

HOPES FOR FED

The U.S. central bank also holds a policy meeting on Tuesday and Wednesday, with speculation rising the Fed might do more to bolster recovery, after data showed U.S. second-quarter gross domestic product expanded at a 1.5 percent annual rate, the weakest pace of growth since the third quarter of 2011.

Growth was weak enough to support the Fed's commitment to an exceptionally long period of nearly zero rates, but more worring was weakness this quarter, said Richard Hastings, macro strategist at Global Hunter Securities.

"The Fed's real catalyst comes from the most recent data in July, for Q3, which suggests a truly weaker story with greater risks of the U.S. drifting towards growth rates of 0.5 percent and nearly recessionary conditions in Q1 2013," Hastings said.

U.S. Treasury Secretary Timothy Geithner will fly to Germany to meet with his German counterpart and Draghi later on Monday.

Asian credit markets firmed slightly, narrowing the spread on the iTraxx Asia ex-Japan investment-grade index by 3 basis points.

Oil rose on stimlus hopes, with Brent up 0.2 percent at $106.70 a barrel and U.S. crude up 0.4 percent at $90.51 a barrel.

Clauer selected as media teaching specialist | ABC Newspapers

A longtime media specialist in Anoka-Hennepin, including the past 18 years at Jackson Middle School (JMS), Lee Anne Clauer has been selected as the new Media Services Teaching and Learning Specialist (TALS).

A graduate of Anoka High School, Clauer began her career in education as a special education teacher.

After teaching at Northdale Middle School and Washington, Sorteberg and Madison elementary schools, Clauer returned to St. Cloud State University, where she received her bachelor?s degree and earned a master?s degree in informational media.

?I took a television production class because I was very interested in television,? Clauer said.

?I was interested in audio and video, then computers and library information. One thing led to another and I got a degree in it.?

After switching tracks, Clauer worked at Champlin, Hamilton and Hoover elementary schools before her experience at JMS.

During her time at JMS, Clauer was involved with numerous district committees and pilot projects related to library media centers and instructional technology use.

?I think it?s very interesting to provide students with technology and information tools to help them be successful learners,? Clauer said. ?It?s fun to get them excited about learning.?

Clauer chose to apply for her new position because she said it was a wonderful opportunity to take what she had learned at the building level and move it the district level.

In addition to knowing many of the district?s media specialists, Clauer appreciates the technology facilitators she has worked with at JMS and looks forward to providing technology services on a larger scale.

During her time at JMS, Clauer was able to have the school?s media center open before and after school. Not only did students utilize the resources, but teachers, knowing students had access to computers, were able to create technology infused projects.

?A technology-rich school, JMS always invested in hardware and was able to stay ahead of the curve,? Clauer said.

?The media and technology departments worked well together. I am hoping to replicate that at the district level.?

In addition to supporting technology initiatives, Clauer will focus on student learning, provide students with access to quality information, develop partnerships with curriculum and tech facilitators and customize teaching and learning.

Clauer will also support district literacy initiatives.

?Children who use libraries for pleasure reading and seeking information tend to be more successful outside of school,? Clauer said. ?It?s important to read to succeed.?

Ebola Outbreak Kills 13 In Uganda

The BBC reports that an outbreak of the Ebola virus has killed 13 in Uganda, and infected seven more.
"The health ministry says emergency measures are in place to deal with the outbreak, which began in late June but has only just been confirmed as Ebola. The cases have been reported in Kibaale district, about 170km (100 miles) to the west of the capital Kampala. ... Ebola is one of the most virulent diseases in the world. It is spread by close personal contact, and kills up to 90% of those who become infected. There is no vaccine for the virus. Symptoms include sudden onset of fever, weakness, headache, vomiting and impaired kidneys. The first victim of this outbreak was a pregnant woman."

(AP) ? As reports emerged of a suspicious package sent to a university the suspect in the Colorado theater shooting once attended, the first memorial service was held for a victim of the massacre.

The University of Colorado Denver said Wednesday that the U.S. Postal Service delivered the package Monday, and it was immediately investigated and turned over to authorities within hours.

It wouldn't confirm its contents or whether it was sent by former neuroscience graduate student James Holmes. However multiple media outlets, citing unnamed sources, reported Holmes sent a notebook with drawings and descriptions of an attack.

Fox News' website was among those reporting the notebook was in a package addressed to a psychiatrist at the school. It was unclear if Holmes, 24, had had any previous contact with the person. The neuroscience program that he withdrew from on June 10 included professors of psychiatry.

Holmes is accused of opening fire on a theater showing the new Batman movie, killing 12 people and injuring 58. He is due to hear the charges against him at a court hearing scheduled Monday.

NBC News, citing unnamed sources, reported that Holmes told investigators to look for the package and that it described killing people.

The FBI and other law enforcement agencies refused to confirm the reports to The Associated Press.

U.S. Postal Service spokesman David Rupert said the agency's inspectors have no direct knowledge of the package in question. He said no one has contacted the Postal Service for assistance in the investigation.

Before a judge issued a gag order in the case, police said Holmes received more than 50 packages at the school and his home that apparently contained ammunition, combat gear and explosive materials that he used in the attack and to booby-trap his Aurora apartment.

The apartment building was evacuated for days while authorities rendered it safe and collected evidence. Residents were allowed to return Wednesday.

Holmes' defense team also briefly visited the building Wednesday and left without answering reporters' questions.

Holmes, who grew up in California, was allegedly stockpiling for the attack while he studied at the school's neuroscience program. He bought a shotgun and pistol in May, authorities say. On June 7, the date he took a year-end oral exam, he bought an assault rifle. He filed paperwork to leave the program three days later and did not provide a reason, the university has said.

Meanwhile, 51-year-old Gordon Cowden was honored Wednesday at the first memorial service for a slain victim.

About 150 mourners including Colorado Gov. John Hickenlooper gathered on Wednesday the father who had gone to see "The Dark Knight Rises" with his teenage children. His children were unharmed.

Cowden lived in Aurora, the Denver suburb where the theater is located. A family statement described him as a "true Texas gentleman" who loved the outdoors and owned his own business.

"A quick-witted world traveler with a keen sense of humor, he will be remembered for his devotion to his children and for always trying his best to do the right thing, no matter the obstacle," his family said.

Cowden's memorial was also attended by Aurora Mayor Steve Hogan and Aurora Police Chief Dan Oates.

Later this week, families of other victims planned to say their final goodbyes.

Funerals were planned in towns from San Antonio, home of aspiring sportscaster Jessica Ghawi, to Crystal Lake, Ill., hometown of Navy intelligence officer John Thomas Larimer.

Pierce O'Farrill, who survived being shot three times in the attack, told The Denver Post he has forgiven the gunman and feels sorrow for him.

"I want to see him sometime. The first thing I want to say to him is 'I forgive you,' and the next is, 'Can I pray for you?'" he told the newspaper.

No autopsy for Sherman Hemsley of 'Jeffersons'

Actor Sherman Hemsley, best known for his starring role on TV's "The Jeffersons," has died at age 74. TODAY's Hoda Kotb has more details.

No autopsy will be done on "The Jeffersons" lead actor Sherman Hemsley because his medical history indicates he died of natural causes at age 74, an official said on Wednesday.?

Hemsley was found dead on Tuesday at a house in El Paso, Texas, where he lived, and at the time police said the cause of death was "pending autopsy results."?


But the El Paso County Office of the Medical Examiner has decided against doing an autopsy, said Annabel Salazar, chief investigator for the office.?

Hemsley's cause of death is "most definitely natural causes," she said, but she added that she could not give specifics on any possible ailment the actor might have suffered.?

Hemsley's best-known role was as George Jefferson, the owner of a dry cleaning business who lived in a New York luxury high-rise apartment with his family. "The Jeffersons" ran on television from 1975 to 1985.?

The NCAA's unprecedented $60 million fine against Penn State will hurt the university in its pocketbook. The silver lining is that it will help plenty of abused kids, and it could even wind up preventing abuse ? if it is distributed carefully, child welfare advocates say.

As part of its punishment over the Jerry Sandusky sex abuse scandal, Penn State agreed Monday to pay $12 million a year for the next five years into an endowment to fund programs for the detection, prevention and treatment of child abuse.

Penn State and the NCAA have not settled on the procedure by which the money will be given out. But for nonprofit organizations living hand to mouth after years of cutbacks in state, federal and foundation aid, the cash could have a huge impact.

"You're not going to find anybody in our line of work who's going to say, 'No, we're good,'" said Chris Newlin, executive director of the National Children's Advocacy Center in Huntsville, Ala.

"I think whenever there's pot of money, people will hover," added Debra Schilling Wolfe, executive director of the Field Center for Children's Policy, Practice & Research at the University of Pennsylvania. "It's like drawing flies to honey."

The NCAA walloped Penn State with sanctions on Monday, including the fine, a four-year bowl ban and a sharp reduction in the number of football scholarships it may offer. The governing body acted swiftly following a report by former FBI Director Louis Freeh that accused coach Joe Paterno and three top officials of hiding child sexual abuse allegations against Sandusky more than a decade ago to protect the school and its powerful football program.

Sandusky was convicted last month of 45 counts of abuse of 10 boys. He awaits sentencing.

In a statement after the NCAA announced the sanctions, Penn State President Rodney Erickson said the $60 million fine will help the school meet its mandate to "become a national leader to help victims of child sexual assault and to promote awareness across our nation."

With so many organizations nationwide expected to vie for the cash, Penn State should set up a competitive grant program to set priorities and make sure the funds are given to organizations with a record of success, said Delilah Rumburg, chief executive officer of the Pennsylvania Coalition Against Rape. And the funding decisions should be made by an independent body of experts, she said.

"It has to be very well thought out," said Rumburg, who spoke with a Penn State vice president on Tuesday about the process by which the funds will be granted. "Because if you just randomly and without forethought make decisions, it won't have any impact at all."

Even before the NCAA fine, Penn State had sought to make amends over its failure to protect the children that Sandusky molested on campus.

Rumburg's group, which operates rape crisis centers across the state, received a $1.5 million donation from Penn State out of its 2011 Big 10 bowl proceeds. Another $1.1 million in bowl revenues went to Penn State's new center for child abuse research and treatment. And Penn State alumni have raised nearly $540,000 for the Rape, Abuse & Incest National Network, which bills itself as the nation's largest anti-sexual violence organization. The donations went to RAINN's sexual assault hotline, an anonymous instant messaging service that allows victims of sexual abuse to speak about their trauma.

Scott Berkowitz, RAINN's founder, said the donations allowed him to add staff and cut wait times in half. But with usage up nearly 50 percent since November, RAINN needs all the help it can get, he said. Berkowitz expects to pursue some of the NCAA money.

"Every time we add staff to our online hotline, the usage of the hotline jumps significantly. That tells us we are not even close to meeting all the demand," he said. "If we were able to double staffing, that would mean we are providing counseling to an extra 40,000 people a year."

David Finkelhor, a professor of sociology and director of the Crimes against Children Research Center at the University of New Hampshire, said the NCAA and Penn State should work with experts in the field to chart a course for the endowment money.

One idea, he said, would be to devote it to protecting students or children in athletics, where coaches, team volunteers or even kids themselves can be sexual predators or abusers.

"What happened at Penn State could have happened at many, many places," Finkelhor said. "It isn't as though other universities would have been so quick to blow the whistle if it meant casting a pall on their very lucrative and prestigious football program."

Newlin, of the National Children's Advocacy Center, said he hopes the $60 million will be used to attract contributions from others, including corporations.

"Why limit it to this $60 million from Penn State?" Newlin asked. "Why don't we combine these resources from all over and have those funds available in perpetuity to help our grandchildren? That truly is taking an ugly and horrific situation and turning it into something fundamentally positive."

Mitt Romney: Additional Gun Laws Wouldn't Have Stopped Aurora Tragedy

RENO, Nevada, July 23 (Reuters) - Republican presidential candidate Mitt Romney, who has backed gun control measures in the past, said on Monday that additional laws would not have stopped last week's massacre in a Colorado movie theater.
"I still believe that the Second Amendment is the right course to preserve and defend and don't believe that new laws are going to make a difference in this type of tragedy," Romney told CNBC's Lawrence Kudlow in an interview.
Both Romney and his opponent, Democratic President Barack Obama, have demurred on the prospect of new gun control laws in the days since a gunman opened fire during a showing of the new "Batman" movie in a Denver suburb early on Friday, killing 12 and wounding 58.
In the interview, Romney said that "very stringent" gun laws already exist in Colorado. Specifically, Romney was asked about laws that might ban the online sale of ammunition or restricting the sales of semi-automatic weapons.
"Our challenge is not the laws, our challenge is people who, obviously, are distracted from reality and do unthinkable, unimaginable, inexplicable things," Romney said.
Some gun-rights groups have been skeptical of Romney because of his support for gun control measures when he served as governor of Massachusetts.
When asked if an assault weapons ban had worked in Massachusetts, Romney focused instead on how the law had bipartisan support.
"Actually the law that we signed in Massachusetts was a combination of efforts both on the part of those that were for additional gun rights and those that opposed gun rights, and they came together and made some changes that provided, I think, a better environment for both, and that's why both sides came to celebrate the signing of the bill," Romney said. of my spirit to make it work on me
and now the wounds have healed
without leaving a single ugly scar

I lit candles of tears
with the blood of my heart
to enlighten the inside of my body

the darkness

Lightening sight in the eye

From Urdu poem ?Zindgi Thee?

This poem is my first creative writing in Urdu since the late 70s when i stopped writing in Urdu to protest the discriminatory policies of Pakistan government against my mother language Punjabi. I followed many Punjabi writers who had chosen to do it.

Urdu recently returned to me through my mother Zohra Begum?s Punjabi poetry, whose persistent Urdu speaking readers wanted me to provide assistance for them to understand her thoughts. I had just begun translating her Punjabi verses in Urdu last week when I felt this longing to connect with my friends from the 70s and before.

This poem is written in Urdu because as they say it in Persian ?zuban-e yaar-e-man toorkey wa man toorkey na-mee danam? or ?my friend speaks Turkish and I don?t know it?. Luckily in this case, i do, so i hope you enjoyed ?It was Life?, an Urdu poem in English.

(AP) ? Egypt's former spy chief Omar Suleiman, deposed president Hosni Mubarak's top lieutenant and keeper of secrets, died Thursday, the country's official news agency reported. He was 76.

Suleiman, who said little but had a finger in virtually every vital security issue confronting Egypt, was dubbed by the media as the "the black box." Like Mubarak, he was a fierce enemy of Islamists in Egypt and throughout the region, and a friend to the United States and Israel.

The official Middle East News Agency said that Suleiman had suffered from lung and heart problems for months and that his health condition had sharply deteriorated over the past three weeks. He was treated at a hospital in Cleveland and died early Thursday. His three daughters will accompany the body to be buried in Egypt, according to MENA.

Suleiman was appointed vice president on Jan. 29, 2011, at the peak of last year's revolution, a last-gasp attempt by Mubarak to save his political life as hundreds of thousands of Egyptians took to the streets demanding his ouster. But this and other desperate measures, including talks between Suleiman and the formerly outlawed Muslim Brotherhood, were unable to stave off Mubarak's overthrow.

It was Suleiman who grimly appeared on telelvision on Feb. 11, 2011, to announce that Egypt's leader of nearly three decades was stepping down and handing power to a military council.

This marked the end of the 18-day uprising but opened up a new chapter of tumultuous transition under the rule of the generals.

After the revolution, Suleiman disappeared from public view only to return earlier this year as a presidential candidate, sparking fears of a Mubarak regime comeback. However, the election commission in a surprise move disqualified him along with two Islamist front-runners.

His sudden emergence and disqualification at a time two heavyweight Islamists were also running and disqualified raised suspicions that his candidacy was orchestrated by the military generals to get rid of Islamists.

In April, Suleiman said he decided to run to prevent the Muslim Brotherhood from coming to power. "If the Brotherhood's candidate wins the presidential election, Egypt will be turned into a religious state. All state institutions will be controlled by the Brotherhood," he said in April.

Mohammed Morsi, a member of the Brotherhood, won the presidency last month.

Suleiman, a tall man who was frequently photographed wearing dark sunglass, rarely spoke to the media. He served as intelligence chief for nearly two decades.

For most of that time he played a behind-the-scenes role as the top official in charge of some of the most important issues facing the Egyptian state, including relations with the U.S., Israel and talks with the Palestinians.

He was widely believed to be the military leadership's preferred successor to Mubarak. This created silent tension between Suleiman and the president's younger son, Gamal, who was seen as being groomed by his father as a rival successor.

The uncertainty over the succession, and the fear that Mubarak was trying to set up a family dynasty through his son, helped spark the uprising.

U.S. diplomatic cables posted by WikiLeaks as well as declassified CIA files have identified Suleiman as the point man in U.S.-Egyptian cooperation on counterterrorism. He is believed to have played a direct role in the U.S. rendition program, in which suspected terrorists were sent to Egypt and other countries for interrogation, sometimes involving torture.

Suleiman was born in Qena in southern Egypt and graduated from the country's military academy as an infantry officer in 1955. He rose through the ranks and was appointed deputy head of military intelligence in 1987. He became military intelligence chief in 1991 during the Gulf War, when Egyptians fought alongside other Arab forces in the U.S.-led coalition that drove Saddam Hussein's military out of Kuwait.

Suleiman also indirectly saved Mubarak's life when he advised the former president to take an armored Mercedes with him on a state visit to Ethiopia in 1995. Mubarak survived an Islamist ambush of his convoy.

But in post-2011 Egypt, Suleiman was seen as tainted by his connections to a president who was convicted and sentenced to life imprisonment for failing to stop the killing of protesters during the uprising. Many other key regime figures are now imprisoned pending trials over a catalogue of corruption charges, or have fled the country and sought exile in Arab countries, Europe or the United States.
